Performance Budget

Dear sir,
   I like the budget 2009 to be a performance budget.The target should be fixed with a time limit.After the period, performance should be evaluated and corrective actions taken immediately, if necessary.Usually budget allocation may be made where no one will be responsible for its non achievement.Make sure that somebody must be responsible for its timely execution.Timely achievement may be appreciated and their views may be included while preparing the budget.
  Publish the execution and achievement with time period so that it may become transparent.This will help the timely implementation of the programmes which will inturn save time and money.And the general public will surely appreciate it.
 I have another suggestion.Please look into the excess exemption limit for women.In 90% of the cases when women is employed the husband is also employed.So a higher income family may be less taxed.When a male is employed , in 50% of the cases his wife may be unemployed and a lower income family may be highly taxed.when we are following a progressive tax system this is not fair.If it is desired to give excess exemption to women(sure it must be given with a higher amount of Rs3,00000) , it must be given only to single women employees in a family, not when both wife and husband are employed.This will be fair.
