BUDGET WISH

Dear Business Line,

As per your invitation I am submitting my Budget Wish for publication, if at all any merit is there in my writing.

                                                                    BUDGET WISH

Our budget is presented more or less in general terms. But the time has come that it should be more specific. The expenditure and income that are outlined in the budget over different sectors need to be indexed to it's projected output. Besides the allocation made for each sector should be precised with how much is meant for maintenance & what is the plus factor designated for development & to what extent. This will give scope to critically examine the performance of each budget at the end of every year. The factors for success and failure of productivity vis-a-vis investment can be recorded and accordingly careful strtegies for next budget can be formulated. The best example is the railway b udget during the time of Sri Lalu Prasad Yadav. During this period the Indian Railways has recorded good positive performance beating all the last years negative records. This was possible because an investment indexed output budget line was followed for Indian Railways during his time.The agriculture, education, health, employment, power & security these six sectors need focussed attention of the Government in the budget.The most important among these is the power sector. Because through this source our vast agricultural potentiality can be tapped. Only 40% of our agricultural land has irrigation facility & the rest of the land though have potential of irrigation through ground water but this facility is not feasible for acute shortage of rural electrcity.Moreover this will make significant contribution to employment opportunities. This assumes significance under the present economic scenario & the unpredictable monsoon for this year.
