“Bridging the digital divide to improve the telecom landscape in the country tops my budget wish list. I believe that the budget should proactively address the deployment of USO fund.  All telecom companies, and therefore subscribers contribute to the USO Fund which has now grown to over Rs 25000 crores.

 

My recommendations on the USO fund are as follows:

 

1. All subsidies from USO fund should be allocated based on competitive bidding in order to allow a level playing field for all service providers
2. No subsidy in the deployment of data connectivity and all government requirements be given on a tender basis with no subsidy. This will encourage telcos to roll out networks in a competitive environment
3. Till such time that the current USO fund is exhausted, all future contribution to it be done away with.”
