Budget wish list

Eminent tax for Entertainment

Budget may be like a see-saw, wherein balancing cannot be achieved for all sectors simultaneously.  Hence the burden of the tax should not be imposed on the poor.  It can be posed rationally on sectors as hi-tech entertainments, multiplexes, amusement parks and novelty arenas where exhorbitant money is being spent for the sake of recreation. 
It is a say that agriculture is a gambling with monsoon.  This seems to be true in current scenario of monsoon failure.  There is no use in mere waiving of farm loans. The Government   should provide more subsidies on purchase of high quality seeds, fertilisers and in implementation of drip irrigation facilities for the water scarcity zones. 
Finally,the negative inflation or deflation is a major concern which seems to be a worrisome factor for the FIIs and other investors.  India's inflation is purely based on the WPI ( Wholesale price index)with 1993-94 as the base year.  Why not the Government consider to modify the inflation calculation to be based upon the Consumer Price Index as in other countries?
