Focus on social sectors, infrastructure and women

India as one of the fastest-growing economies should concentrate on health, education, infrastructure, energy security and women empowerment.

Health should be accorded the priority status. Medical insurance for BPL families should be paid for by the government in all the states and medical insurance premium limit for income tax exemption should be raised to Rs50, 000 per annum. More incentives should be provided for establishing hospitals as per NABH standards like providing land at subsidized rates, easing FSI requirements, concessional tariff in power, duty-free import for medical equipment and tax rebates.

Higher education should be given more importance and  private sector should be allowed to participate by opening institutions of higher learning with good regulatory mechanism to ensure that higher education becomes affordable to the poor and is  accessible  to all sections of the community.

Huge fund allocation should be made like in China to develop both  urban and rural infrastructure like roads, irrigation projects, railway lines, broadband connectivity. Superfast bullet trains between metropolitan cities should be taken up on a priority basis and should  be implemented within five years  to reduce road and rail traffic congestion, migration of people to the cities and  also improve  human  productivity.

India will be among the top five energy consumers in the world in the next 10 years, therefore substantial incentives should be provided for producing power through solar, wind, biogas and nuclear sources.

More women empowerment initiatives are necessary by providing concessions for women in higher education and employment and also providing impetus to micro-finance projects for women in the rural areas to tap the largely untapped productivity of women who account to 50% of the population
